(Bqp.vn) - On August 22, the 15th Vietnam - Singapore Defence Policy Dialogue took place at the Headquarters of the Ministry of National Defence of Singapore. Senior Lieutenant General Hoang Xuan Chien, Deputy Defence Minister of Vietnam and Mr. Chan Heng Kee (Chan Heng Ki), Permanent Secretary of the Ministry of National Defence of Singapore co-chaired the dialogue.

At the dialogue, the two sides discussed the world and regional situation and issues of mutual concern. They shared views on the need to maintain peace, stability, ensuring security, safety, freedom of navigation and aviation in the East Sea. They also agreed to resolve all disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); effectively and fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), building a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law.
Regarding bilateral cooperation, they emphasized that the 15th Vietnam - Singapore Defence Policy Dialogue took place in the context of the two countries’ relations constantly developing with increasing trust, substance and effectiveness; cooperation in the fields of economy, trade - investment, education - training, people-to-people exchange achieved positive results.
Over the past time, bilateral defence cooperation has been effectively implemented, closely following the contents agreed upon by the two sides since the 14th Vietnam - Singapore Defence Policy Dialogue, notably in areas, such as exchange of delegations at all levels; effectively maintaining consultation and dialogue mechanisms, including the Defence Policy Dialogue mechanism; exchange of young officers; training; naval cooperation; actively consulting and supporting each other at multilateral forums and international events organized by each country, etc.
In the coming time, the two sides would focus on promoting cooperation in a number of areas, such as increasing contact and exchange of delegations, especially high-level ones; effectively maintaining existing cooperation mechanisms, especially the Defence Policy Dialogue mechanism; training; cooperation between military and service branches; cyber security; military medicine; search and rescue; cooperation between research agencies; continuing consultation and mutual support at multilateral forums and mechanisms.
After the dialogue, the Republic of Singapore Navy and the Vietnam People’s Navy signed the Submarine Rescue Memorandum of Agreement (MOA).

On this occasion, Senior Lieutenant General Hoang Xuan Chien respectfully invited Mr. Chan Heng Kee and Singaporean defence enterprises to attend the second Vietnam International Defence Expo 2024.
