Vietnam-Russia Joint Statement

(VDP) - At the invitation of State President Trương Tấn Sang of the Socialist Republic of Vietnam, President of the Federation of Russia V.V Putin has made a state visit to the Socialist Republic of Vietnam on November 12, 2013.

Following is the full text of the Vietnam-Russia Joint Statement:

President of the Federation of Russia V.V. Putin has met and held talks with State President Trương Tan Sang of the Socialist Republic of Vietnam, met with General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and Prime Minister Nguyen Tan Dung. The President of the Federation of Russia laid a wreath at the Mausoleum of President Ho Chi Minh, at the Monument to the War Martyrs and attended the Opening Ceremony of the Russian Culture Day in Vietnam.

 

The two sides have kept each other informed of the situation in each country, assessed the results of developing the Vietnam-Russia comprehensive strategic partnership since the official visit to the Federation of Russia by State President Trương Tấn Sang of the Socialist Republic of Vietnam on July 26-30, 20122, put forth the specific directions to enhance the comprehensive strategic partnership between the two countries. The two sides have exchanges opinions about international and regional issues of mutual concern.

1. The two heads of state have affirmed the correctness of upgrading the Vietnam-Russia strategic partnership to the comprehensive level, opening up the new opportunities in quality in order to boost the cooperation of mutual benefits in various fields, including the enhancement of exchanges, political contacts at the higher and the highest levels, intensification of the relations in the channels of the Party, the National Assembly, ministries, sectors, localities and the people-to-people exchanges.

The two sides express their satisfaction that the practical cooperation between the two countries has been constantly expanded and become ever more synchronous through the areas and modes of the traditional cooperation and the new potentials.

The two sides have highly valued the important coordinating role of the Vietnam-Russia intergovernmental committee on the economic-trade and scientific-technical cooperation, the sub-committees as well as the working teams of the Committee in carrying out the agreements at the senior level.

The President of the Socialist Republic of Vietnam and the President of the Federation of Russia have valued the active results of developing the economic-trade cooperation, pointing out the great cooperation potentials and unanimously agreed to strive to raise the both-way trade turnover to USD 7 billion by 2015 and USD 10 billion by 2020.

The two sides have highly valued the process of negotiating the Free Trade Agreement between Vietnam and the member states of the Customs Alliance (the Federation of Russia, the Republic of Belarus and the Republic of Kazakhstan), expressed their determination to give priority to resources so as to boost rapidly and put a successful end to the negotiation with a view to reaching a comprehensive and balanced agreement on benefits of the concerned parties.

The two sides have found that it is necessary to continue to maintain the activities of the Vietnam-Russia senior working team on the prioritized investment projects in order to push ahead the project of significance and bring about benefits to the two sides in the situation of negotiating to sign the Freed Trade Agreement between Vietnam and the member states of the Customs Alliance.

The two sides have laid stress on the priority to cooperation in the nuclear power, paid attention to deploying the project to build the Ninh Thuận 1 nuclear power plant with state-of-the-art technology, safety, good quality and high economic effectiveness in accordance with the speed as have been agreed upon by the two sides and in conformity with the law and stipulations of the two countries.

The two sides have unanimously agreed to boost the negotiation to sing the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Federation of Russia on the conditions to supply finance to the building of the Centre for Nuclear Science and Technology in Vietnam. The Agreement will soon consider the Feasibility Study made by the Russian sides concerning the building of this Centre.

To develop Vietnam’s nuclear energy branch, the Russian side has affirmed to continue to support the training and raising of the professional standard for experts, scientists and managers of Vietnam in the use of nuclear energy for the peaceful purposes and to be ready to receive the Vietnamese students to come and study the nuclear special branch at the universities of the Federation of Russia. The two sides have taken note that it is necessary to expand cooperation between the concerned agencies of the two countries in order to build the system to guarantee the safety of national nuclear energy in an effective and transparent manner.

The two sides have expressed their satisfaction at the completion of the transfer to the Federation of Russia all the used nuclear fuel of the research reactor at the Đà Lạt Nuclear Research Institute, Vietnam, in July 2013 within the framework of the Intergovernmental Agreement and through which it has affirmed the consistent policy of the two sides in carrying out international regulation on the non-proliferation of nuclear weapons.


The two sides have laid stress on the practical significance of the fact that the relevant organizations of the Federation of Russia have taken part in modernizing the previously built energy establishments with the assistance of the former Soviet Union and in building the new energy establishments in Vietnam as pointed out in the Plan of Electric Power Development of Vietnam to the year 2030.

The two sides have affirmed that they will continue to enhance cooperation in the exploration and exploitation of oil and gas on the continental of Vietnam in conformity with international law, first of all, with the 1982 UN Convention on the Law of the Sea.

The leaders of the two countries have highly valued the results of cooperation in the oil and gas field, specifically the deployment of the current projects and boosting of the new projects in Vietnam and the Federation of Russia, including the expansion of the oil and gas exploration and exploitation area, the supply of LPG (Liquefied Petroleum Gas) to Vietnam and engine fuel consumption. The two sides have expressed their readiness to create favorable conditions so that PetroVietnam, the Gasprom Group and Zarubezhneft Joint Stock Company can expand their exploration and exploitation of oil and gas in Vietnam and the Federation of Russia.

The two sides have reached agreement on creating necessary conditions for PetroVietnam and the Gazprom Group (the Gazpromneft Company) to cooperate, invest, manage, operate, upgrade and expand the Dung Quất Oil Refinery on the basis of ensuring the long-term supply of crude oil and the application of the reasonable tax policy in the operational duration of the joint venture in Vietnam in conformity with international law and Vietnam’s commitment. The two sides will deploy soon the signing of the Intergovernmental Agreement on this issue.

The State President of the Socialist Republic of Vietnam and the President of the Federation of Russia support the efforts of the companies of the two countries in cooperating to exploit minerals, take note the prospect of cooperation in such areas as communications, including civil aviation, ship building, engine manufacturing, communication and telecommunication.

The two sides welcome the tremendous development of cooperation in the financial and investment field and believe that it is necessary to continue to expand cooperation in this area, including the enhancement of the use of credit card and local currencies in the bilateral payment. The two sides have found that it is necessary to attract the more active participation of the financial institutions of the two countries in deploying the implementation of the bilateral projects in the oil and gas and energy fields. In this spirit, the two sides have actively assessed the intention of the Vietnam-Russia Joint Venture Bank to open its branch in Ninh Thuận to serve the project of building the nuclear power plant.

The two sides have expressed their continuity in the close cooperation between the financial control agencies with the effective use of the credit of the Federation of Russia for the building of the Ninh Thuận 1 nuclear power plant. The Russian side has affirmed that it is ready to exchange experts and train Vietnamese citizens who follow the audit branch at the audit establishments of the Federation of Russia.

The two sides take note that cooperation in the military and technical fields has constantly developed and has the high reliability, in conformity with the stipulations and principles of international law, making a contribution to guaranteeing peace, stability and sustainable development in Asia-Pacific and highly assessing the decision on establishing the strategic dialogue mechanism at the Defense Vice-Ministerial level of the two countries.

The leaders of the two countries has laid stress on the importance of the broad and substantial contact between the Ministry of Public Police and the security and law enforcement agencies of the Federation of Russia, making a contribution to guaranteeing national security and maintaining social order and safety in each country as well as the stability in the region and the world.

The two sides take note of the great significance of the cooperation in the scientific and technical, educational and training fields and of lifting the cooperation in these fields to the strategic height. The two sides have paid attention to boosting the establishment of the Vietnam-Russia Technology University in Hanoi and affirmed that they give support to the operation of the Vietnam-Russia Centre for the joint tropical scientific and technological research and raise the effectiveness in using the potentials of the Centre so as to deploy the key bilateral cooperation projects.

The two sides have affirmed to boost the exchange and cooperation in the humanity field, including the support and enhancement of organizing the cultural exchanges between the two countries such as the organization of the National Culture Days, expansion of the exchanges of young people, the exchange between the communication and archive agencies, the friendship associations and other social organizations. The two sides have laid stress on the importance of the Russian language in Vietnam and the determination to coordinate to boost the teaching and learning Russian and popularize the Russian culture in Vietnam.

The two sides have actively valued the development of cooperation between localities of the two countries and decided to boost rapidly the establishment of the joint working team in cooperation between provinces and cities of Vietnam and the subjects of the Great Region of the Far Eastern Russia.

The two sides have agreed to develop cooperation in the geological field and the use of underground, agriculture and health, in which there is prevention of contagious diseases, as well as the issues to prevent the illegal catching of marine resources.

The two sides are pleased to find the ever increasing traveling of Vietnamese and Russian citizens and the policy to continue to enhance the exchange and cooperation in the tourism area in conformity with the Tourism Cooperation Plan in the 2013-2015 stage.

The two sides have highly valued the approval of the Agreement between the Government of Socialist Republic of Vietnam and the Government of the Federation of Russia on the citizens of the two countries working on each other’s territories, creating conditions to enhance the labor cooperation between the two countries. The leaders of the two countries have taken note of the considerable contributions of the Vietnamese citizens who are living, studying and working in the Federation of Russia and the contributions of the Russian citizens who are living, studying and working in Vietnam in maintaining and promoting the traditional friendly relations, mutual help and comprehensive cooperation between the two countries and people, unanimously agreed to continue to create favorable conditions to the Vietnamese citizens and the Russian citizens who are living, studying and working in each other’s territories in conformity with international law.

The leaders of the two countries have supported the enhancement of coordination between the functional agencies in the fight against illegal migration, believing that the Vietnam-Russian specialized working team will play an important role in this area.

Concluding the talks, the two sides have signed the important cooperation documents in various fields, including:

The Agreement between the Socialist Republic of Vietnam and the Federation of Russia on the transfer of sentenced persons;

The Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Federation of Russia on the defense cooperation;

The Agreement between the Socialist Republic of Vietnam and the Federation of Russia on the Vietnamese citizens who follow their study in the educational establishments in Russia;

The Memorandum of Understanding (MoU) between the Vietnam Ministry of Science and Technology and the Ministry of Education and Science of the Federation of Russia on cooperation in the fields of science, technology and innovations;

The Memorandum of Understanding between the Vietnam Ministry of Resources and Environment and the Russian Ministry of Resources and Ecology on cooperation in the field of geology and use of mineral resources;

The cooperation program between the Vietnam Ministry of Health and the Russian Ministry of Health in the field of protection of health and medicine in the 2014-2016 stage;

The Memorandum of Understanding between the Vietnam Ministry of Health and the Russian Supervisory agency on protection of the rights of consumers on cooperation in the guarantee of safety, hygiene and epidemiology for the people;

The Memorandum of Understanding on cooperation between the Vietnam Office of Quality Recognition and the Russian agency of Quality Recognition;

The Contract between the managerial board of President Hồ Chí Minh Mausoleum and the Company of the “Research Institute of Rubber Industry” on the research and technological transfer in production of rubber products in service of biomedical work;

The MoU between the PetroVietnam and the Rosneft Company on participation in Lot 15-1/05 on Vietnam’s continental shelf;

The Agreement between the PetroVietnam and the Rosneft Company on the fundamental conditions on cooperation in prospection, exploration and exploitation of oild and gas in the Pechora sea area;

The Agreement between the PetroVietnam and the Gasprom Company on the establishment of a Joint Venture Company to use gas as the engine fuel;

The MoU between the PetroVietnam and the Zarubezneft Company on development and raising of efficiency of the Rusvietpetro Joint Venture Company;

The Frame Agreement between the PetroVietnam and the Gasprom Neft Company in the petrochemical field;

The Agreement on credit between the Vietnam Bank for Investment and Development and the Russian International Investment;

The MoU on cooperation between the Viet-Russia Bank and the Uralvagonzavod Company;

The Agreement between Hanoi Business and Technology University and Moscow Economic and Law Institute on the establishment of Russia-Viet Humanity University.

2. Aware of the urgent demand for necessity of enhancing coordination in responding the transnational dangers and challenges to security and sustainable development, the two sides have affirmed the wish to consolidate multilateralism in the world politics, based on the supremacy of international law, strict observance of standards and principles of the UN Charter, including the respect of sovereignty and territorial integrity, without interference in each other’s internal affairs, without the use and threat to use force.

President Trương Tấn Sang and President V.V. Putin have highly valued the results of cooperation in recent time between Vietnam and Russia at the multilateral forums, particularly at the UN, making a contribution to boosting peace, cooperation and development in the region and the world. The two sides have affirmed to continue to intensify coordination of viewpoints and action in international arena and supported each other to stand for candidacy in the UN organizations and other multilateral forums.

The leaders of the two countries have supported the consolidation of the UN central coordinating role in international issues, including the maintenance of peace, security and guarantee of sustainable development. The two sides have reached the common awareness on the necessity of continuing the process of discussion between the member countries in restructuring the main agencies of the United Nations with a view to reaching widespread and maximal consensus of this issue.

The two sides have supported the international efforts to respond to the global challenges such as climate change, the urgent state, natural disasters, the sustainable management of water sources, including the water source running through a lot of territories and food security. In this spirit, the two sides will cooperate closely in this area in the bilateral channel as well as at regional and international forums and organizations, in which the two sides are the members such as the UN, the APEC, the EAS, the ARF, the ADMM+, the ASEM, the CICA and the Dialogue on Cooperation in Asia.

The President of the Socialist Republic of Vietnam and the President of the Federation of Russia have stressed that the only measure to settle the crisis, including the internal crises, is through the political dialogue between the conflicting parties. The two sides have drawn attention that the policy of intervention with force in the internal conflicts of the sovereign States, unilateral application of punishment order without taking into account of the internal politics, race, religion, culture and other characteristics could break up the stability and increase the tension in international relations.

The two leaders believe that the crisis in Syria can only be settled through the political and diplomatic channels; all the military solutions and intervention from outside in the internal affairs of Syria when it is not yet allowed by the UN Security Council are all acceptable and it is to soon support the holding of the international conference with the aim of starting the dialogue inside Syria.

The Federation of Russia welcomes the decision of Vietnam to join the UN peace-keeping force and expresses its readiness to help Vietnam to prepare its participation in the peace keeping job.

The President of the Socialist Republic of Vietnam and the President of the Federation of Russia have laid stress on the dangerous character of the arms race in space and the necessity to develop international cooperation in the field of conquering the universe for peaceful purposes, expressed their readiness to cooperate in considering the draft Treaty on preventing the deployment of weapons in space and the use of force or threat to use force in space.

The two sides have found the ever increasing role of the Asia-Pacific region in international issues and advocated to boost cooperation in the region with a view to guaranteeing lasting peace, stability and sustainable development in the Asia-Pacific region. President Trương Tấn Sang has highly valued the active and constructive role of the Federation of Russia in the region. President V.V Putin welcomes the prestige and the ever increasing status of Vietnam in international arena. The two sides have supported the establishment in the Asia-Pacific region of an open, inseparable, transparent, equal and cooperative security structure which is built on the stipulations of international law, the non-reliance principle with the legal interests of all countries being taken into account. The two sides have laid stress on the importance of expanding the processes of connection on the basis of mutual benefits, non-discrimination, in conformity with the principles of open regionalism.

The two sides have affirmed that they support the ASEAN’s central role in the regional structure which being taken shape, support the ASEAN’s efforts in enhancing the multilateral cooperation based on the principles already raised in the Treaty of Amity and Cooperation in Southeast Asia and the Declaration of the East Asia Summit in 2011 on the principles of relations of mutual benefits.

President V.V Putin has highly valued the active participation of Vietnam in the ASEAN’s activities. The two sides have expressed their readiness to have close cooperation with a view to raising the efficiency of the ASEAN-Russia Dialogue Partners and continue to develop practical cooperation, especially in the situation of building the ASEAN Community by 2015. Vietnam and the Federation of Russia will enhance coordination and cooperation within the framework of the ARF and the mechanism of ADMM+ between the ASEAN and the dialogue partners in the situation when the region is making efforts to respond to new challenges and dangers.

The two Heads of State have affirmed the importance of the EAS with a role as the forum of leaders of countries on strategic dialogue and cooperation in the region’s political, security and economic issues of mutual concern with a view to boosting peace, stability and prosperity in Asia-Pacific. Vietnam has highly valued the initiative of the Federation of Russia on strengthening cooperation in security in the Asia-Pacific region as has been raised at the East Asia Summit held in Banda Seri Begawan on October 10, 2013.

The two sides believe that the territorial dispute and other disputes in the Asia-Pacific space should be settled by peaceful means, without the sue of force or threat to use force on the basis of international law, particularly the 1982 UN Convention on the Law of the Sea. The two side have unanimously agreed to support the implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and will soon approve the Code of Conducts in the South China Sea (COC) with a more legal binding character.

The President of the Socialist Republic of Vietnam and the President of the Federation of Russia have laid stress on the ever more increasing importance of the APEC with the role as the mechanism of effective connection in a move towards the common efforts of the member economies with the aim of continuing to improve the environment of trade and investment cooperation, guarantee sustainable development and security in the Asia-Pacific region. Vietnam and the Federation of Russia have expressed their satisfaction at the degree of coordination in the direction of priority in the APEC’s activities and agreed to together continue to cooperate in the constructive spirit at this forum. The Federation of Russia has affirmed that it supports and is ready to coordinate with Vietnam to guarantee the success of the APEC Summit 2017.

The two sides have affirmed their determination to expand and further deepen the cooperation within the framework of other multilateral organizations in the region, including the ASEM, the CICA and the Dialogue on Cooperation in Asia, making a contribution to lifting the positions of these important organizations in the world.

The two sides express their confidence that the 22nd Winter Olympic Games and the 11th Winter Olympic Games for the disabled in Sochi (Russia) in 2014 will be crowned with success.

Vietnam has highly valued the results of the G20 Summit recently held in Saint Petersburg with Russia as the Chairman and wished that the G20 countries will closely coordinate with the international partners to deploy the solutions to stabilize the world’s economy through the programs and action plans on growth, job creation, settlement of international financial and monetary issues and deployment of the Saint Petersburg Development Prospect.

Vietnam declares to support Yekaterinburg City (Russia) to stand as candidate to play host to the Expo 2020 international fair and exhibition.

3. The talks between the Vietnamese leader and the Russian leader have happened in the traditional friendly, open and reliable atmosphere. The two sides have unanimously agreed that the State visit this time to the Socialist Republic of Vietnam by President V.V Putin has made an important contribution to the continuity of consolidating the Vietnam-Russia comprehensive strategic partnership.

President V.V. Putin expresses his thanks to the warm and hospitable reception the Vietnamese side has reserved to the President and the delegation members within the framework of the visit and invited President Trương Tấn Sang to visit the Federation of Russia in a convenient time. President trương Tấn Sang has accepted the invitation with pleasure. The specific time of the visit will be agreed through the diplomatic channel.
