ActionsResolution on fundamental and comprehensive renovation in education
(VDP) - Resolution 29 of the 8th Plenum of the Central Committee of the Communist Party of Vietnam, 11th Tenure, was released on November 4, 2013.
Following is the full text of the Resolution:
A. Situation and Cause
1- Implementing the Resolution of the 2nd Plenum of the Party Central Committee, 8th Tenure, and the policy of the Party and the State on the strategic orientation of educational and training development in the stage of industrialization and modernization, the educational and training sector in the country has recorded important achievements, making a great contribution to the building and defense of the Fatherland.
Specifically, a relatively complete educational and training system ranging from the pre-school education to universities has been built. The material and equipment basis of education and training have been markedly improved and step by step modernized. The number of secondary school and university students has increased rapidly, particularly in the university and vocational training education. Progress has been made in education and training. The contingent of teachers and educational managers has developed both in quantity and quality with the ever more reasonable structure. Budget geared for education and training has accounted for 20% of the total State budget. Socialization of education has been tremendously boosted; the non-public educational and training system has made a considerable contribution to the general educational and training development of the whole society. The educational and training management has seen definite progress.
The whole country has completed the target of wiping out illiteracy and universalizing the primary education in 2000; universalizing the junior secondary school education in 2010 and is advancing to universalize pre-school education for five-year-old children; consolidating and promoting the results in eradication of illiteracy for adults. Much progress has been made in creating opportunities to access education, particularly for the ethnic minority people and the beneficiaries of social policy and gender equality has been fundamentally guaranteed in education and training.
The above-said achievements and results have, first of all, stemmed from the traditional fondness of learning; the care of the Party, the State, the Fatherland Front and the mass organizations, of each family and the whole society.
2- However, the quality and efficiency in education and training are still lower than required, particularly the university education and occupation training education. The educational and training system lacks the connection of different levels and of the educational and training modes; it has still relied much on theory and neglected practice. Training has failed to connect with scientific research, production, business and demand of the labor market; sufficient attention is yet to be paid to the teaching of ethics, life style and working skill. The teaching method, examination, test and result assessment remain backward and lack the substance.
There are still weaknesses and limitations in educational and training management. The contingent of teachers and educational managers is still inadequate in quality, quantity and structure; a part of it is yet up to the requirement of educational renovation and development and lacks dedication, even it has infringed on the work ethics.
Investment in education and training is yet to be effective. The policy and financial mechanism for education and training is yet to be suitable. The material and technical basis is still in shortage and backward, particularly in the remote areas and the areas in special difficulties.
3. The above-said limitations and weaknesses are due to the following main causes:
- The institutionalization of viewpoints and policy of the Party and State on education and training, particularly the viewpoint “education is the primary national policy” is still slow and in confusion. The building and organization of implementing the strategy, plan and program of educational and training development are yet to meet the social requirements.
- The goal of all-round education is yet to be correctly understood and carried out. Formality, false fame and run after qualifications are to be slowly done away with and in certain aspect, they have become more serious. The thinking of subsidy remains heavy, limiting the possibility of mobilizing the social resources to invest in education and training.
- The demarcation between the State management and the governance activities in the educational and training establishments is yet to be clear. Correct importance is yet to be attached to the management of quality, inspection, examination and supervision. The coordination between the State agencies, social organizations and families are yet to be close. The national resource and the capability of the majority of families to be invested in education and training are still lower than required.
B. Orientation of fundamental and comprehensive renovation of education and training
I. The guiding viewpoint
1. Education and training is the primary national policy, the work of the Party, the State and the entire people. Investment in education is investment in development and is prioritized to take one step ahead in the economic and social development program and plan.
2. Fundamental and comprehensive renovation of education and training is the renovation of the big, essential and urgent issues, from the leading view point and idea to the content, method, mechanism, policy and condition, to guarantee the implementation; the renovation from the Party’s leadership, the State’s management to the governance activities of the educational and training establishments and the participation of families, communities, society and the learners themselves; the renovation in all educational grades and branches.
In the process of renovation, it is necessary to inherit and promote the achievements, develop the new elements, receive with selection the experiences of the world; resolutely adjust the wrong awareness and work. Renovation should ensure the systematic character, the long-term vision in conformity with each object and learning grade; the solutions should be synchronous, feasible with suitable key points, roadmap and steps.
3. Developing education and training is to raise the people’s cultural standards, train human resources and foster talents. It is to tremendously shift the educational process from mainly equipping knowledge to developing the comprehensive capabilities and quality of learners. Learning should go along with practicing; theory should be combined with practices; education in schools should coordinate with education in families and society.
4. Developing education and training should be closely associated with the requirements of economic and social development and defense of the Fatherland; with the scientific and technological progress; in conformity with the objective law. Developing education and training should be transferred from mainly quantity to paying attention to quality and effectiveness, at the same time meeting the quantity demand.
5. The educational system should be renovated in the direction of openness, flexibility and connection among the educational grades, levels and among the educational and training modes. Education and training should be standardized and modernized.
6. It is to proactively promote the positive sides and overcome the negative sides of the market mechanism, ensuring the socialist orientation in the educational and training development; to develop harmoniously and support the public and non-public education and among the regions and areas. Priority is to be given to developing education and training in the areas in special difficulties, the ethnic minority areas, the border, islands and remote areas and the social policy beneficiaries. It is to carry out democratization and socialization of education and training work.
7. It is to proactively and actively implement international integration to develop education and training, at the same time, education and training should meet the requirements of international integration for national development.
II. Goals
1. General goals
To create the fundamental and tremendous change in quality, educational and training effectiveness; to meet the ever better requirements of national construction and defense and the people’s demand for learning. To educate the Vietnamese into the comprehensively developed people and promote to the best the potentials and creativity of each individual; to love families, the Fatherland and compatriots; to live well and work effectively.
To build an education of openness, profound knowledge, various vital industries, good teaching, good learning, good management; to have the reasonable structure and mode of education in combination with building a learning society; to guarantee the conditions of raising quality; to standardize, modernize, democratize and socialize the educational and training system and international integration of education and training; to maintain firmly the socialist orientation and national identity. It is to strive to the year 2030 to make the Vietnamese education reach the advanced level in the region.
2. Concrete goals
- As for the pre-school education, it is to help children develop constitution, sentiment, knowledge and aesthetics; to form the first factors of personality, to prepare well for children to start their first grade. It is to complete the universalization of pre-school education for the five-year-old children by 2015, improve the quality in the following years and free of charge by 2020. It is to step by step standardize the pre-school system, to develop the below-5-year-old pre-school education with suitable quality of each locality and educational establishment.
- As for the secondary school education, it is to focus on developing mind and constitution; to form the quality and capacity of citizens, to discover and foster the gifted children and give occupational orientation to secondary school students. It is to improve the quality of comprehensive education with attention being paid to educating ideology, tradition, esthetics, life style, foreign languages, informatics, capacity and skills in practice and application of knowledge to realties. It is to develop the capabilities of creativity and self-teaching and encourage learning for life. It is to complete the building of the post-2015 secondary school educational program. It is to ensure that secondary school students have the primary secondary educational level (grade 9) with the basic secondary educational knowledge, meeting the requirements of the tremendous separation of the post-primary secondary school education; the senior secondary school education should get access to occupation and prepare for the post-senior secondary school education stage with quality. It is to improve the quality of educational universalization, carry out well the 9-year compulsory education from 2020.
It is to strive to the year 2020 to have 80% young people within the age to reach the senior secondary school education and the like.
- As for the occupational education, it is to focus on training human resources with knowledge, skills and occupational responsibilities; to form the system of occupational education with a lot of modes and levels of occupational skill training in the direction of application and practice to ensure the meeting with the demand of technical human force of the domestic and international labor markets.
- As for the university education, it is to focus on training high-level human force, foster talents, develop the quality and capacity of self-teaching, structure the branches, occupations and the training sector to suit to the national human force development plan, in which some schools and the training sector will be on the par with those in the region and the world; to diversify the training establishments to suit to the requirements of technological development, the occupations and the demand of the national construction and defense and international integration.
- As for the continuing education, it is to guarantee the opportunities for every one, particularly those in the rural, difficult areas, the objects which enjoy the social policy to learn to improve their knowledge, level, skills of occupations and the quality of life; to create favorable conditions to the laborers to transfer their occupations; to guarantee the sustainable illiteracy elimination; to perfect the network of the continuing primary education and other forms of learning, to have abundant, flexible practice and to attach importance to self-teaching and distant education.
- As for the teaching of Vietnamese and disseminate the national culture to the Vietnamese nationals abroad, there is a program to support actively the teaching of Vietnamese and disseminate the national culture to the Vietnamese community abroad, making a contribution to promoting the strength of the Vietnamese culture, to enhancing a binding relation with their homeland, at the same time, to building the solidarity and friendship with the people of other countries.
III .Tasks and solutions
1- To enhance the Party’s leadership, the State’s management towards the renovation of education and training
To grasp thoroughly and concretize the viewpoints, goals, tasks and solutions to have the fundamental and comprehensive renovation of education and training in the political system, the educational and training sector and the whole society, thus creating consensus, considering education and training as the primary national policy; to raise the awareness of the decisive role of education and training of the contingent of teachers and educational managers; the learners are the central subjects of the process of education; families are responsible to coordinate with schools and society in educating personalities and life style of their children.
To renovate the information and communication work so as to unify the awareness, create consensus and mobilize the participation in assessing, supervising and peer reviewing of the whole society concerning the renovation and development of education.
To attach importance to the development of the Party, the political and ideological work in schools, first of all, in the contingent of teachers; to guarantee that every school has a Party cell; every university has a Party Committee. The Party Committees in the educational and training establishments should take the lead in the renovation and set example in carrying out and bearing the responsibility before the Party and the people in organizing the successful implementation of the goals and tasks of education and training; to lead the school to promote democracy, to rely on the contingent of teachers, employees and students, to promote the role of the mass organizations and the local people for school building.
All the branches and localities should build the long-term plan to develop the source of human force, to forecast the requirement of quantity and quality of human force, to structure the branches, occupations and levels. On this basis, it is to coordinate with the educational and training establishments for implementation.
To promote the general strength of the whole political system to settle definitely the long-lasting negative phenomena, causing troubles in the educational and training field.
2- It is to continue to renovate tremendously and synchronously all the fundamental factors of education and training in the direction of attaching importance to developing the quality and capacity of learners.
On the basis of the goals of renovating education and training, it is necessary to determine clearly and openly the goals and the criteria for the output of each grade, each subject, program, branch and special branch in training, considering it as the commitment to guarantee the quality of the whole system and of each educational and training establishment and as the groundwork for supervision and assessment of the quality of education and training.
Renovation of the program is aimed at developing capacity and quality of the learners, the harmony of ethics, knowledge, physical fitness and aesthetics; teaching how to become good people, teaching how to read and to write and teaching occupation; renovation of the educational content is carried out in the direction of streamlining, modernity, practicality, conformity with age groups, levels and occupations; practice should be increased and knowledge should be applied in reality. Attention should be paid to educating personalities, morality, life style, legal knowledge and awareness of a citizen. It is to focus on the fundamental values of culture, tradition and national morals, quintessence of culture of human kind, essential value and humanism of Marxism-Leninism and Ho Chi Minh Thought; to enhance the physical education, knowledge of national defense, security and vocational orientation; to teach foreign languages and informatics in the direction of standardization and practicality, to guarantee the learner’s proficiency in use; to pay attention to teaching the speaking and writing skills of the languages of the ethnic minorities for the ethnic minority people; teaching the Vietnamese language and disseminate the national culture to the Vietnamese abroad.
It is to diversify the contents and materials for learning, meeting the requirements of the school grades, the educational and training programs and the requirement of learning for life of every people.
To continue to renovate tremendously the teaching and learning methods in the direction of modernity; promote the activity, proactiveness, creativity and application of knowledge and skills of the learners; to overcome the way of teaching with one-way imposition and mechanical memory. It is to focus on teaching how to learn and how to think, encouraging self-teaching, creating the basis for the learner to update themselves and renovate knowledge and skills and develop capabilities.
To continue to renovate and standardize the content of pre-school education, to pay attention to combining the care with education in conformity with the psychological and physiological characteristics, the demand of physical development and the forming of personalities.
To build and standardize the content of secondary school education in the direction of modernity and streamlining, to guarantee quality and high integration in the lower grades and differentiation in the higher grades; to reduce the compulsory subjects; increase the subjects and educational activities of free choice; to compile text books and support teaching and learning materials in conformity with each object and attention is to be paid to the ethnic minorities and disabled students.
The content of vocational teaching is to be built in the direction of integration of knowledge, skills and professional working style so as to form the vocational capabilities of the learners.
To renovate tremendously the content of university and post-university education in the direction of modernity, in conformity with each training branch and group of training branches and the differentiation of the university educational system. Attention is to be paid to developing the creative capacity, practical skills, work ethics and social understanding and step by step get access to the advanced scientific and technological level of the world.
3- Fundamental renovation of the forms and modes of examination, test and assessment of the educational and training results, ensuring truth and objectiveness.
Examination, test and assessment of the educational and training results should be done step by step in accordance with the advanced criteria trusted and recognized by society and educational community of the world. It is to combine the use of the results of assessment in the process of learning with the term-end and school year-end assessments; assessment of the teacher with self-assessment of the learner; assessment of the school with assessment of the family and the society.
It is to renovate the mode of examination and recognition of senior secondary school graduation in the direction of reducing pressure and costs for society while guaranteeing reliability, truth and correct assessment of the student’s capabilities, served as a base for recruiting students for the vocational and university education.
To renovate the mode of assessment and recognition of vocational educational graduation on the basis of knowledge, capabilities of practice, the awareness of discipline and work ethics; to have the mechanism for the organization and individual to use labor to take part in the assessment of the quality of the training establishment.
To renovate the mode of university and college enrolment in the direction of combining the use of study results in the senior secondary school education and the demand of the training branch; to assess the results of university training in the direction of paying attention to the analytical capabilities, creativeness, self-updating and renewing the knowledge; work ethics; research capabilities and the scientific and technological application; the practical capabilities, organizational capabilities and the adaptability to the working environment and to delegate the right to autonomy in enrolment to the university educational establishments.
To carry out well the educational and training quality at the national, local and educational establishment level in accordance with the international program so as to be used as a base to propose the policy and solution to improve the educational and training quality.
To perfect the quality control of education; to have regular quality control at the educational and training establishments and the training programs; to openly declare the control results; to pay attention to examine, assess, supervise the educational and training quality for the non-public educational establishments and the establishments with foreign elements and to build the mode of examination and assessment suitable to the kinds of community education.
To renovate the recruitment and use of trained labor in the direction of paying attention to capabilities, quality and results of practical work without laying too much stress on certificates and diplomas, first of all, in the agencies of the political system; to consider the acceptance of the labor market for the learner as the important criteria to assess the prestige and quality of the university and vocational educational establishments and it is to be served as the base for the orientation of developing the educational, training and vocational training establishments.
4- It is to complete the national educational system in the direction of the open educational and lifelong learning system and to build a learning society.
In the immediate future, it is to stabilize the current secondary educational system; to boost the post-junior secondary school ramification; to give vocational orientation in the senior secondary schools; to continue to renovate the secondary educational system to suit to the concrete conditions of the country and to the trend of educational development of the world.
To re-plan the network of the vocational and university educational establishments in close association with the plan on economic and social development and the plan on human resource development; to have a uniform way of naming the training levels and output standards; to boost the post-senior secondary school vocational education, the transfer between the vocational education and university education; to continue to arrange and adjust the network of universities and colleges and the research institutes in the direction of combining training with scientific research; to carry out the separation of the university educational establishments in the direction of research and application; to perfect the models of national university and regional university; to consolidate and develop a number of the university and vocational educational establishments of high quality, reaching the advanced level of the region and the world.
To encourage socialization to make investment in building and developing schools of high quality in all school grades and in training level; to increase the rate of non-public schools for the vocational and university education and to move to other forms of educational establishments invested by the community.
To diversify the training forms; to carry out the training in accordance with stamped paper; to boost the training of capabilities and occupational skills at the production and business establishments; to have mechanism for organization and individual that uses labor to participate in building, adjusting and implementing the training program and assessing the capabilities of the learner.
5- It is to renovate the educational and training management, ensure democracy and unity; to enhance the right to autonomy and social responsibility of the educational and training establishments; to attach importance to the quality management.
To determine the responsibility of the State managerial agency in education and training and the managerial responsibility of ministries, sectors and localities; to determine the State management and the administration of the educational and training establishments; to boost the decentralization and raise the responsibility, to create impetus, proactiveness and creativity of the educational and training establishments.
The educational and training managerial agencies in localities take part in making decisions on the management of personalities and finance together with the management of implementation of professional tasks of the pre-school education, the secondary school education and the vocational education.
To standardize the conditions to ensure quality and management in the training process; attention is to be paid to the management of output quality; to build the independent control system in the educational and training quality.
To renovate the mechanism of receiving and processing information in the educational and training management; to carry out the mechanism in which the learner takes part in assessing the educational and training activities; the teacher takes part in assessing the manager; the educational and training establishment takes part in assessing the State managerial agency.
To perfect the mechanism of managing the educational and training establishment with the foreign factor in Vietnam; to manage Vietnamese students studying abroad with the source of State budget and in accordance with the State agreement.
To hand power of autonomy and self-responsibility to the educational and training establishments; to promote the role of the school’s council; to carry out the supervision of the subjects in school and society; to enhance the examination and inspection of the managerial agencies at different levels; to guarantee democracy, openness and transparency.
6. It is to develop the contingent of teachers and managers, to meet the requirements of educational and training renovation
To build the plan on training and fostering the contingent of teachers and educational managers in combination with the economic and social development, to ensure security, defense and international integration; to standardize the contingent of teachers according to each school grade and each training level in a move to help all primary and junior secondary school teachers and lecturers in the vocational educational establishments to have the university level with pedagogical capabilities. University and college lecturers have to get the master degree level and higher and to be trained and fostered with pedagogical profession. Educational manager at different levels have to go through training in management.
To develop the system of teacher’s training schools to meet the requirements of training teachers and educational managers; to give priority to building a number of key teacher’s training schools and technical teacher’s training schools; to overcome the state of the scattered teacher’s training establishment system; to have the mechanism of enrolment so as to recruit the qualified and capable people to suit the pedagogical branch.
To renovate tremendously the goals, content and method of training, re-training, fostering and assessing the results of learning and training of teachers in accordance with the requirements of raising quality, responsibility, ethics and professional capabilities.
To give privileges to teachers and educational managers, the recruitment, use, treatment and honor of teachers and educational managers should be based on assessing the capabilities, work ethics and work efficiency. It is to have the privileges and stipulation of retirement age suitable to teachers of high qualification; to have the mechanism of relieving responsibilities, arranging other job or resolutely dismissing those who have not enough quality and capabilities or fail to meet the requirements and tasks. Teacher enjoys the priority of having the highest salary in the salary scale and to have allowances depending on the job nature and on different areas.
To encourage the contingent of teachers and educational mangers to raise their professional level; to have the policy to support young teachers concerning accommodation, study and scientific research; to guarantee equality among teachers of public schools and teachers of non-public schools concerning honoring and opportunities of training and fostering their teaching job; to create conditions to have international experts and overseas Vietnamese to take part in lecturing and doing research in the domestic educational and training establishments; to deploy the solutions and model of transferring and connection of the training establishments, particularly universities with the scientific and technological organizations, especially the research institutes.
7- It is to renovate the policy and financial mechanism and mobilize the participation of the whole society; to raise the effectiveness of investment for educational and training development.
The State plays the leading role in investment and development of education and training; the State budget for education and training at the minimal level is 20% of the total budget spending; to pay attention to raise the efficiency in the use of the budget capital; to step by step guarantee enough fund for the professional activities of the public educational and training establishments and perfect the policy on school fees.
As for the pre-school and secondary school education, the State gives priority to concentrating on investment, building and development of the public educational establishments and there is the mechanism to support it so as to ensure step by step the completion of the goals of universalizing as provided by the law; to encourage development of all forms of non-public schools so as to meet the social requirements of high-quality education in the urban areas.
As for the university education and vocational training, the State concentrates to make investments in building a number of key universities and training branches and the teacher’s training universities; to carry out the mechanism of order placing on the basis of the economic and technical standard system, the quality criteria of a number of training service forms (irrespective of the forms of training establishments); to ensure the payment equaling to quality, conforming to occupations and training level, to be transparent in the joint venture and linkage activities in training and in the use of the public resources; to ensure the harmony between the benefits and the accumulation for re-investment.
To boost the socialization, first of all, the vocational education and university education; to encourage the linkage with the prestigious foreign training establishments; to have the policy to encourage the sound competition in education and training on the basis of guaranteeing the interests of the learner, the labor user and the educational and training establishments. As for the training branch which is capable of high socialization, the State budget only supports the objects enjoying the social policy, the ethnic minority people and encourages talents in an advance to have equality in the rights to receive the State’s support for the people learning in the public schools and non-public schools; to continue to perfect the support policy for the objects that enjoy the social policy, the ethnic minority people and the mechanism of credit for students who are in difficult situation to borrow loans; to encourage the formation of the scholarship fund and the study and talent promotion funds to help the poor students who have the best study records; honoring and rewarding individuals and collective units for their remarkable achievements and prominent contributions to the educational and training cause.
To encourage enterprises and individuals that use labor to take part in supporting the training activities; to build the suitable financial mechanism and policy suitable to the forms of schools; to have the mechanism of credit preferences for the educational and training establishments; to carry out the periodical audit in the educational and training establishments.
To continue to carry out the target of solidifying schools and classrooms; to have the support policy so as to have the floor space to build schools; to step by step modernize the material and technical basis, especially the information technological infrastructure; to guarantee to the year 2020 that the number of students in each class will not be over the provided number for each school grade.
To determine clearly the budget geared for the pre-school education, the secondary school education, the vocational education and the university education from the budget geared for the training and fostering establishments under the political system and the armed forces; to supervise closely, openly and transparently the use of funds.
8- It is to raise quality and effectiveness in the scientific and technological research and application, especially the educational science and the psychological science.
To pay attention to the educational and managerial scientific researches, concentrate to make investments in raising the capabilities, quality and efficiency of activities of the national educational scientific research agency; to raise the quality of the contingent of researchers and educational experts; to deploy the national study program on educational science.
To enhance the capabilities, raise the quality and efficiency in scientific research, technological transfer of the university educational establishments; to connect closely between training and research, between the training establishments and the production and business establishments; to give priority to developing the basic sciences, the spearhead sciences, the key laboratories, the specialized laboratories, the high tech centers and the modern experimental production establishments in a number of the university educational establishments; to have the policy to encourage students to make scientific research.
To encourage the establishment of the research and technological transfer centers and institutes, scientific and technological enterprises, to support the registration and exploitation of patents in the training establishments; to perfect the mechanism of order placing and handing funds for scientific and technological work to the university educational establishments; to study and merge a number of scientific research and technological deployment establishments with the public universities.
To give priority to the resources, focus on investment and have the special mechanism to develop a number of multi-sectoral, multi-field research universities so as to be able to soon reach the regional and international levels and to be fully capable of having cooperation and competition with the world top training and research establishments.
9- Proactive integration and effective elevation of international cooperation in education and training
To be proactive in international integration in education and training on the basis of maintaining firmly independence, sovereignty, ensuring socialist orientation, safeguarding and promoting the nation’s fine cultural values, receiving with selection the cultural quintessence and scientific and technological achievements of human kind; to perfect the mechanism of bilateral and multi-lateral cooperation and carry out international commitments in education and training.
To increase the scope of training abroad with the State budget for lecturers of basic and spearhead scientific branches; to encourage learning and researching in foreign countries with the source of fund from the State budget; to expand the partnership in training with the prestigious foreign training establishments, mainly in the university education and vocational education; at the same time, to closely manage the training quality.
To have the mechanism to encourage the international organizations and foreign individuals, the overseas Vietnamese to take part in activities of training, research, application and the scientific and technological transfer in Vietnam; to enhance international cultural and educational exchanges.
To have the policy to support and manage the learning and training of the Vietnamese students studying abroad and at the Vietnam-based foreign educational and training establishments.
C- Organization for implementation
1- The Party committees and organizations, the Fatherland Front and the mass organizations organize the study to grasp this Resolution so as to create the unification in awareness and action to carry out the Resolution; the leaders perfect the apparatus of advisers and the apparatus of educational and training managers; to regularly examine the implementation, particularly the examination of the political, ideological work and the building of order and discipline in schools, discover and definitely resolve the negative manifestation in education and training.
2- The Party and Youth Union in the National Assembly leads the amendment, addition, perfection and promulgation of the legal system in education and training, the laws and resolutions of the National Assembly, thus creating the legal base for carrying out the Resolution and supervising the implementation.
3- The Party Committee of the Government leads the amendment, addition and promulgation of the sublaws; builds the action plan to carry out the Resolution; regularly follows, examines and assesses the situation of carrying out and adjust in time the plan and concrete measures to suit the practical requirements and guarantee the effective implementation of the Resolution.
To establish the National Committee of Educational and Training Renovation with the Prime Minister being the Chairman.
4- The Party’s Propaganda and Education Board takes charge in and coordinate with the Party Committees at different levels and the Youth Union to follow, examine, supervise and review the work done and make periodical report to the Party Political Bureau and the Secretariat about the results of the implementation of the Resolution.
